.Xmodmap is not honoured on layout change

Description

When the preference "Follow system keyboard layout" ist set, ~/.Xmodmap is not loaded. Unchecking the preference solves the problem.

Can you please install 2.2.0.1, then try Xquartz-1.4.0-apple2
